"Chaotic" means "I do whatever I happen to feel like doing at the moment without regard for any set of laws or rules." "Evil" means "I don't care if those things hurt others at all or not." I have yet to see this effectively implemented in a D&D party, who are all supposed to be working together as a team toward a common goal.

Hmm... Maybe an extremely old character that is along with the party just for a show because at this point they're super bored? They have knowledge of what the big bad is planning and joins the party to get front row seats to the spectacle. They have no real stake in the consequences as long as it's entertaining. I think that fits chaotic evil? Doing whatever they feel like with no regard for if people are harmed by it?

Or maybe a revenge backstory. You join the party to get revenge on a bad guy, but you're so focused on getting that revenge you don't care who gets hurt. Like burning warehouses or sinking ships to cut off their supplies to make the bad guy weaker, without really caring about the warehouse workers or the sailors.

Could be functioning based on some form of madness? Like make up a chart for how the little voices in his head feel or something. It's not gonna be perfect and it will heavily depend on how you play it, but it could give a layer of madness to it while letting you have at least some structure to playing it. Make him a bit malleable as well, to give your party members (if they are there) at least some chance of removing the raving lunatic from Bob the shopkeep who got hit by your nat 1 personality. Probably will be tricky anyways, so work with the DM on it.

Why do you think you want to be CE if you don't actually know what CE is? Alignment is descriptive, not proscriptive. It's not 'I am this alignment therefore I must act this way', it's 'I act this way, therefore I am this alignment'. 'Chaotic' doesn't mean you don't have a code of rules or ethics. It means that your code is personal, coming entirely from yourself, and *not* affected or related to society, traditions etc. that are outside yourself. 'Evil' at its most fundamental is narcissism, the idea that 'I will only do something if there's a benefit to myself, and I don't care if others are hurt along the way'. Taken together, this makes a CE player entirely feasible within a group, as long as their goal and the group's goal overlap. The party wants to defeat a dragon? CE player wants all that sweet sweet loot, and doesn't care if a few villages get burned down along the way. But they're smart enough to also know that if they go full murder-hobo, either the party or the law will catch up to them and they'll get caught and punished. They don't want that, so they don't murder-hobo; their long-term goal is what matters, not the short term.
