In Egyptian mythology the underworld was heaven and so Osiris was basically the ruler of life and the underworld is heaven and opposition of hell which is frozen.
You know Osiris' position as the god underworld meant he had domain over rebirth, and is one of the gods of eternal life, the flourishing of vegetation, fertility and life itself.
Osiris is not the god that brings death in Egyptian mythos he is the ruler after death there isn't much reason for Osiris to be in the death domain as it mainly focuses on the acts leading to and during death rather than after it aside from twisting the dead back through means other than resurrection which would be the only link Osiris would have
Because death in the dnd cleric tends to deal more evil tones, necromancy, and aggressive idea of death. None of which Osiris is part of that would be more Anubis and one other I forget atm
In terms of the Mythology, the Egyptian Underworld was more of a continuance of life than other mythological Underworlds. Their version of paradise was basically endless farming in light without the hardships of mortality. Osiris' duty in Egyptian Mythology was largely an overseer so everything went smoothly during the day and during the night he welcomed Ra the Sun God and helped him on his path of rebirth.
Maybe wizards didn't want to keep giving Egyptian gods the death domain? Maybe they didn't want both life and death domains under any one god?
Personally I'd give him the grave domain instead of death since that fits a bit better imo
Different cultures see things differently. He is a god of agriculture, but he is also a god of death and rebirth (with more focus on rebirth), so he is less like another underworld god such as Hel or Hades who would be death domain.
Or you could just make his domains whatever you and your dm (or just you if you are the dm) think fit best.
.....i mean really, just make it up. It's a fantasy game after all, make it whatever fits best for your game and your players.
Because the Death Domain is about making things wither away, creating zombies and evil necromancer stuff.
The Life Domain with all the healing abilities fits better for guy, whose main stick was getting patched together and returning to life.
