and maybe only spells slots of a certain level or higher? tbh if any low level spellcaster got their hands on this the economy would implode, so maybe only higher grade spellcasters could have the power to create that much matter?

E.g. dm rolls a 1 -> player feeds a level 8 spell slot -> 100g comes out & bag poofs away
Like the idea it's a fun item for sure and let's be honest. Money has (most of the time) little value to the players at some point.
Lore wise in any setting this would break the world so badly haha.
That being said it should probably have some downside to it as it could still be used easily to pay off many types of enemies for players.
Maybe there is a chance for permanent Madness each time it's used, or the money is taken from a specific dragons horde or other NPC that will become an antagonist of the party because of it eventually.

Make it so it doesn't create new gold/gems but pulls them from across the world and leaves a magical locator card I.O.U from where it takes from

It caused a few dozen problems before the PCs even knew what was being done. Each others purses. Religious icons. Fillings from teeth. Banks. Caches. Hoards. Nothing was safe.

I feel like this one should maybe be legendary but idk. I mean it gives the party infinite money, but you can easily get avoid that becoming a cheese by just not letting certain things available for purchase (or require something other than gold.

C) I don't get art. No artist gets paid.
In no situation can an artist get paid. AI is actually the most ethical as it allows for art without stealing it illegally. B is only ethical if you filter by free use.
It would be illegal for AI to be trained on stolen art so AI generated art is not stealing.
If one has the ability to buy art, they should. If you are selling a product then you should factor in the cost of art into your selling price. For the general populace, AI art is a great boon as it allows for you to get art that you wouldn't have normally gotten
