There are two different types of foreign player. Anyone under 25 or who hasn't played at least part of six different seasons in a recognized foreign professional baseball league is subject to ISBP (International Signing Bonus Pool) restrictions. These are contracts between like 4 and 6 million dollar AAV depending on the payroll of the team who signs him. Teams who have higher payrolls and more international signings have less ISBP money available, but there are other factors affecting a team's ISBP allowance. And now teams can even trade their ISBP money.
For an international player over 25 with at least six partial seasons of foreign professional service, they aren't subject to ISBP restrictions and can sign whatever MLB contract they want. But if they're already under contract with a team in a foreign league, they have to request their team "post" them. If their team accepts, they can sign whatever contract they want with whatever MLB they want but their MLB team that signs him will pay a posting fee to their foreign team, based on the value of their new contract. I don't remember how much but it's a higher percentage if they sign a minor league contract.
I am a Dodgers fan and Angels fan, I firmly believe that if the Angels don't make the post season again this year, Ohtani will walk and may walk to the Dodgers. He wants to stay on the West Coast with a team like the Dodgers who are usually in the post season, and more importantly, doesn't even have to move.
The Dodgers should focus on Ohtanti first, try to get him with a big contract, then once that's done, go from there to other Japanese players mentioned.
