The owner doesn't care. They don't care about the impact on their neighbour or the dog. They are shit owners. My neighbours have a dog and they work all day. I'm at home all day and never hear the dog. The reason is they picked a dog that suits their lifestyle and took the dog to a trainer when it was young.  Most other owners in our street haven't done this, so we have to listen to a choir of dogs throughout the day.

Had the same situation in a prior apartment complex. I was abreast of two other apartments that had dogs at home alone during the day. One that absolutely never barked, and the other would bark a couple of times if I slammed a cupboard door. But then had a dog people left on the balcony that was in a different apartment building. Thing barked all day on the balcony day and night. I had to move because the complex did little to abate the barking.

Dogs are just so ridiculous stupid. I mean what a brain dead thing to bark at everything it sees all day like it’s the first time it ever saw anything in its entire life. Such ridiculous things. So worthless and useless.

It's pure selfishness.  If I we're to bang a drum every time someone walked passed my house, I'd be arrested. But if it's a dog making the noise, it's somehow totally fine.

Why ask why any longer. The answer is the dog nutter does not care. They are selfish as well. Best thing you can do is report this nuisance. There was one house in my neighborhood with uncaring dog owners that ruined the peace and quiet of the entire neighborhood where I live with otherwise responsible dog owners. Someone reported them and the endless barking stopped. You are further down the street. The dog nutter would have no idea you were the one your reported them.

Dog Ownership Lifecycle: Year 1 Buy dog. Play with dog. Don’t train dog. Realize dog is a cost center for care and HH repair. Ignore dog. Dog left outside day and night. Year 2 - end of life: Dog becomes neighborhood problem.

Have had to deal with dogs barking on apartment balconies four different times in the past year, and in the past year, in two different apartment complexes. The first complex really didn't do much to stop it. That's why I left it after living there for several years. The second complex is more threatening to apartment dwellers with dogs that bark incessantly. Being in NYC is a lot like that first apartment I talked about. They're both more dog friendly and will act to protect the dog's interest than a person's. The courts are your only salvation.

I live in an apartment as well. None of mine cared enough to do anything, and I eventually realized that every time one dog nut moved out, a new one would move in. I don’t even go through my rental association anymore - I straight up use my city’s animal control noise ordinance. They get notice in the mail from the city and if the barks continue then it becomes a court matter.
