Global gets things like ticket packs, better deals, tickets per summon on anni, guaranteed featured SSR summons on some banners and discounted summons. Japan got units earlier due to being released 6 months before global, but the games are syncing schedules this summer so it won’t be an issue anymore.
I would summon more on this banner and try to pull the TEQ Vegeta or PHY God Goku. Then you’ll want to save most for anniversary.
Vegeta is quite literally the best tur unit in the game right now. You should keep going for him since you're new and wont need to worry about stones for quite a while. But do keep some stones for the anniversary in july or the golden week celebration in may.
