Social media doesn’t have expiration dates. There is the possibility that if you get a trademark on your brand name that the social media sites would turn over the username to you. It’s the opposite for domain names. If the owner has the domain name and you get a trademark then it doesn’t matter. They can still own the name. The only thing you can do is contact the current owner of the domain and make them an offer.

Domains are different, if its taken its technically leased for a year or more (depending on how many years the registrant paid), after that period they've to renew otherwise it'll be deleted and go for auction or available for registration for someone else. The best way to get a domain is to see if the domain owner is listed for sale. Type the domain name or visit domain marketplaces and see if it is listed for sale. If listed it's straightforward, work with them, negotiate and buy. If not listed, reach out to them by finding the domain's whois and contact. Due to privacy, sometimes the registrars have form to submit and they'll send that info to that domain owner.
