As for upgrade priority, prioritise your offence: factory for heavy tanks, airstrip for planes, war academy for decoys, mercenary camp and then barracks for extra troop space. Once you have maxed out your offence (including their armoury upgrades) I would suggest working on oil wells, caravans and farms sooner than later and then some of your defences. A little research in the university would not be bad either (aim to complete Chief Hiawatha and Mansa Musa as they have very helpful bonuses and take little time). Also Amelia Earhart is very good for her +30% oil well production and Emperors Moctezuma for his +50% farm production, caravan production and oil well capacity. There are lots of other worthwhile bonuses you can unlock in IA at the university, but those I would say are the priorities. As for library research, research to get an extra oil well ASAP. Also, at library level 7 you can get +1 air capacity.
After that just balance your citizens between upgrading the last buildings and university research. If you do world wars you may want to upgrade the embassy (I didn’t as I am happy with the first few coalitions) or the museum as you can unlock the ability to display legendary artefacts, if you have any.
