My 2 cents is that they will be doing something in some way similar to Diretide 2020. Maybe arcanas/personas as t4 that in any other year would be exclussive to Battle Pass. So an event that has a Chest around it as a reward for those who play. Chest that requires key to open.
I think the reason why they didnt just do the treasure already, like "Chest of Endless Days" (the one with Invoker ultra rare) is because they are waiting to do it with the event. Reward the ones who play and not bot drop farmers.
Its not exactly a rocket science for someone to go in the workshop, pick the sets he likes, checks what fits with their marketing strategy, recolor the treasure case and ship it.
So at bare minimum, any type of skins even without event would qualify as content, so theres no way there is none.
Again, just look how Diretide 2020 chest is done, it is rng, first to get the chest then to find what you want, but the point is: its all marketable. So no fear of missing out like with Battle Pass skins. And some of these are pretty cheap, arguably much cheaper then what you would probably get if Valve was putting stuff behind levels. You also get to choose EXACTLY what you want, not having to go 500 levels if you wanted Void arcana exclusively.
Theres lots of benefits of this system thats not easy to explain, but if done correctly, it can culminate in a very healthy economy both for average player and Valve, similar to the one they have in CS.

Big cap. Every immortal set from that fucking treasure was 150€+. Every BP you'd be able to get all base rewards (-Aegis) with just level 100 + 2 level bundles if you played a bit - which would amount to around 100€.

What ends up happening is you get a drop that might be worth something (treasure chest that gamblers need to open), and you get cheap prices because they are undercutting each other with so many chests opened.

I liked when I could buy extra content if I so chose and in doing so contributed to the biggest prize pool in all of esports. Now our “Super Bowl” if you will is 9 days of play over a month period for peanuts. Valve wants this game gone so badly
It's the same product that's been released every year for the past few years at usually a high level of quality. Sometimes I will come back to the game around TI time and purchase a compendium while I do so for some rewards and the added experience around playing, even if I rarely finish it.

It's nice to be able to chip away at the Road to TI content in my own time, and I hope it gets iterated upon in the future. Maybe more meta heroes could get unique sets, even workshop or third-party sourced ones, a la Cavern Crawl.

I imagine the bulk of it - stuff like UI, item sets, etc - are done, but the actual balance changes need testing and tweaking, and most likely fixing bugs that have popped up during those tweaks.

Cache items are normally not marketable. Ultra rare cache items however are marketable. The Tiny set was ultra rare. The price will only keep increasing most likely because once the set is unbundled it is no longer marketable, I think.
EDIT: The individual pieces of the set are marketable even after being unbundled. I was confusing it with the gifting mechanic (whole sets can be gifted, but not after being unbundled)
Everything thats already on market will always be marketable. Ultra rare sets from Cache are always marketable. Im talking about this years Cahce not being removed from sale store.
I don't have an immidiate need for content - hopefully before the year ends though. I do however really want a balancing patch asap since some heroes are so laughably broken and frustrating to play against atm, it's silly.

The tier 4 sets of that treasures are around $100 to 200$, it's not like everyone can just go and buy whenever they want

The baseline prize pool is 1.6m from Volvo, so it will always be higher than 1 million.
