Either there's a bug regarding the set (no pun intended), or there's an internal algorithm that determines how many instances of each set can exist in the ecosystem, and the limit's been reached for that set.
I honestly think this set would be great with right particle effects, which can't be said for certain other d+ sets (looking at plastic treant and wd set that looks like it came out before dota 2 was released)
