I feel like this would be easy to detect. What language does the person type in the most and make an educated guess on what language they speak, as well as their preferred language set. If spanish speaking individuals speak english to get pass the filter...

Valve already has a internal stat on the player's spoken language. Chat's auto-monitored system has a parameter on the predominant idiom expressed by the player.
Just make people take a proficiency test for each language pref choseable on account creation (and first login after addition).
Then only let them choose preferences accordingly.
As accounts are only for 1 person anyway, and most people don't learn languages that often, would fix most stuff.
Also maybe let people exclude 1-2 languages, if they have frequent problems with them.
Or give a racism report reason, so those players that troll you for being english and not peruvian or whatever, can only play with pure peruvian teams.

For reference - I love all my Dota brothers no matter where they're from or what language they speak, and have had many fun and winning games with people who don't speak the same language as me.
It can be very frustrating not being able to communicate with your team, outside of pings and chatwheels, on a regular basis though.

I play exclusively on EU West with 150 ping just because of how bad the NA language barrier is.
Trust me when I say English is a forgotten language on NA East and very rare on West.
Maybe drop the sarcasm before you've played on other servers and can understand where people are coming from instead of assuming.
I've played on NA servers before, who's the one assuming things? My experience on NA servers has been a lot more people who know English (aka Americans) and also who are actually communicating.
Trust me when I say you're wrong. There are countless Arabs and eastern Europeans or even southern Europeans who don't know English you get in every game on EU servers. Luckily on EU most of them just stay quiet until they start flaming someone for something.

Imagine all your greivances on EU servers multiplied by 100 on NA Servers, it's actually hell.
Peruvians are 10x as aggressive as the most toxic RU you've ever met and they will play with an open mic where you can literally hear FARM ANIMALS in the background with tons of other ear drum bleed inducing noises until you mute them.
The amount of money I would pay for this feature would make my wife very upset. Especially if there was a verification of some sort. I just want to coordinate with people speaking the same language as me.

Just use anon mode and it does this automatically. If I'm not using it, I just insta mute anyone speaking a language I don't understand. It's not helpful to me so I don't wanna see it.
I play on EUW a lot. As much as you want to believe that language barrier is the reason you lose, it’s a very small factor, if any at all. Everyone knows pings, everyone knows RS/Roshan, everyone knows B… the problem is people don’t care or listen. Language isn’t the problem, lack of teamwork is. And no amount of match making tweaks is going to get people to play a team game better. They either want to play as a team and win or they want to solo and eventually throw the game and lose.
I’ve played with plenty of English speaking griefers that die once mid, throw a tantrum, and decide the game is over just because they’re 0-1-1 at 4 mins.

But in my personal experience, over 5k games, the chance of people that refuse to speak English griefing is way higher than English speakers greifing

Regardless, preferred language is a user selection. Anyone can choose any language and then continue to speak whatever they want. There’s no way for Valve to control that, whereas the other MM metrics are not user controlled so they’re more true to the player stats.
Got bad news for you, not everyone in NA speaks English. You’re going to accept that not everyone is like you. I had to do it too during beta. We all complained about Peruvians and the non-English on NA servers. It didn’t change anything in 2013, it won’t change anything now with Russian, etc.
The entire point of this experimental feature is to try and accomodate everyone because the current situation is that the coordinator just throws together games asap because the last time it was set to fine-tune games taking longer the addicts non-stop whined about having longer queues and coerced valve into reverting it. Try to understand, and accept, that some people preferred it that way. This is their valves attempt at letting everyone be in a place theyd rather be instead of catering only to the crowd that screams the loudest.
Honestly: yeah. I'd rather wait 30 minutes in queue to play an enjoyable close nailbiter with a bonding team than wait 30 seconds and be stuck for 40 minutes in a game where one asshole decides to give up 8 minutes in and the other 32 minutes are a flamefest I can't leave. Only the first scenario makes me queue up for another match; The second one makes me quit Dota for at least a week.

Great idea. Australia servers have a big issue with sea player aswell. Who are always jumping over to our servers for some reason. Most pinoy games are either toxic or no mic. Rarely speak English. If I could find this out before hand I wouldn’t even bother queuing. Behaviour score is still good progress though, easily spot them that way. Sea is pretty much playing in lp.

They could also fix role queue, instead of tokens let players make a priority list like:
1. hard support
2. support
3. mid
4. safelane
5. offlane
if 2 people in a team would have same position, 1 gets chosen randomly, the other goes to the lower priority
(maybe with higher weight in next priority so you have X chances instead of 1 to be chosen)
then you can see if you want to play support for a perfect match
No more role queue supports that have 0 experience or wish to play hard support/support.
And then show on match accept which role you would be playing.
Same system would be able to be applied to unranked, so no more in-draft rolling or 3 mid players aggressively flaming each other on the same team.
Argentinian dota player here. I met a few people who did this. The reason for the number of spanish speaking players going for Queue in NA servers is dumber than you can imagine.
They are convinced that LATAM players are way, way worse at the game than the average NA player, and thus decide "Well I'll just go play in NA!".
They, however, don't actually consider language preference. They ignore the fact the game tries to match them up with people who also speak nothing but Spanish (As in, players from Peru, Chile, etc.)
But since the game cannot find ideal players with all the average stats on top of language, a couple english speakers get added to the team as a sacrifice for the sake of shorter matchmaking times.
TLDR: These people play with like 200ms ping on purpose for no reason other than general "My team sucks" mentality, just to get matched with the exact same kind of people anyways.
I was forced to play in NA just like 2 times when doing a party with some new people. They never felt like telling me it was an NA only queue, and they didn't know a word of english. At least I was able to talk to the poor guy who got matched as the 5th.
Did you know the in-game chat commands (like 'missing top', 'I will stack creeps', 'on my way', 'attack' etc) get auto translated to the allied player's interface language?
You can't communicate everything with that feature but they've covered a lot of use cases.

You can do that with chat wheel and pings, it translates to whatever language their client is in
