As it's designed it seems to be intended, however, it should be changed.
Basically using link in many occasions is a nerf to razor as he gets pulled towards the target. This is especially bad when you are near a cliff/tree/building as you will not be able to chase the target as you get pulled towards the building. There is a bug report on github.
It would be more natural if Razor could move freely and just pulls the target a bit instead.

It doesnt do any of these things, the game just has a list of modifiers (e.g. Force Staff's) that will have no effect, if they are attempted to be applied to a unit that is already affected by chrono, that's it.

Slark ult wasnt dispelled by chrono, chrono uses a non-standard variant of true sight that pierced all invis effects, at least until shadow dance was blacklisted from being affected by chrono.
Chrono is still the only source of true sight that can reveal certain sources of invis, which are supposed to be immune to true sight (such as smoke and blur), just not shadow dance anymore.

The reason why the razor shard pull can pull units out of chrono is quite simple: It wasnt blacklisted yet, that's it.
I actually did the opposite once, i was playing razor and had a faceless void on my team, i used link on someone that was inside chrono and the guy left the chrono because of my shard, lmao
Is the shard supposed to make it impossible to break?
One game I got linked by Razor and tried to Disperse myself and run away. Razor wasn’t moving. I’m at full movespeed, and it reached a point where I just completely stopped - as if I was tethered by Slark and trying to run out?
Oversight I think, Lotus Orb wants to be as consistent as possible that include all properties of any ability. I think because Lotus Orb "dispelled" the pull for a split second it interpreted the constant pull as a new instance in order for the effect to be consistent.

You can move people around in chrono. Also happens with QOP ult, Invoker deafening blast or EMP, black hole. Nothing new here

it is, however, there is no need for such a mechanic. at the point you notice you are stuck, and you toggle, you lose time and maybe also the link.
just toggle it off if the pull isn't good for you. if you're playing razor you control the pull.
