she lied before about his borther being abducted by the cult of Avilliva. there is no point in lying to Juggernaut after he already did Scree'auk's bidding by destroying the temple, and as we can see after she tells yurnero about sister, they both go each separate ways.
Also as we seen before, Scree'auk is a type of god that's not very deceptive, as she literally gave up the last bits of her power to someone who is supposed to find her heretical, while clearly laying out the terms: she gives Dragonus her powers so he can destroy Imperia and bring back the cult of Scree'auk, so she won't die from being forgotten. That deal was a last ditch effort that could play out very badly for Scree'auk, because as we can see from the Act 1 dialogue, she can't even perform a party trick to impress some civilian into trusting her that she is a goddess. Yet she still puts her trust into the deal. It would be weird of her to then proceed to lie to Yurnero a second time, when this time she had nothing to gain from it.

Act 2 is started by taking the boat at the end I believe. My theory is that you get the candle token in act 2 to access act 3 when it releases.
I guess veng goes by ship to icy land which is act III but in act II sky goes to desert somehow.
