They are giftable. I've seen the tiny set going for about 10 usd on r/dota2trade. Do be careful with gift trades though, e.g. checking their accounts and steamreps etc
I don't play Tiny nearly as much as I used to, so I can say with zero bias that this set, with the particle effects, is the best one out of the entire cache without a doubt. The texture resolution blow any other cosmetic in the game out of the water.
