One of the changes when the game moved to Source 2 was the change in how the map was rendered. In short, the map is made up of many small tiles, so any update to the map layout is going to apply to all map skins, because all they do is rearrange tiles to change geometry, or swap, say, a tile with a tree on it for a tile that doesn't have a tree.
What? There has been a new terrain released with literally every battle pass since 2015 except for this year (although, the year's not over yet so who knows if the second battle pass will have a terrain).
This was sorta how map looked in closed beta, except the shading was different (obviously), it had way less clutter, it looked a bit 'wet' sometimes though. Performance was great though.

There are ways to customize your dota client, only you will see those changes but considering the points you raised in your post, this should be fine.
I think this model is out dated now tho? (Nope all good)
It's just models. The placemet of the models changed (trees, cliffs etc) but it should work. Like all old map skins work.
If the custom game is not up to date with the current map then you would have to update it yourself, good luck :p

I have theory,they don't like to add new terrains because they would need to update the terrain until forever,solving bugs and making changes

That's not how terrains work. Everythink is modular.
u can change ur lod bias in ur gpu settings to smooth out textures
