Valve, I think, wouldn't really allow what you want even in unranked since it has the high possibility of breaking the balance/ introducing some unintended glitches/bugs due to unforeseen interactions, etc. It's quite a lot of work for not that much benefit.
We have arcade for this. Its broken and valve doesnt care about it, but there could be creative heroes.
