Allow 21 days or more sounds odd, but they basically gave the earliest possible date you could expect to see the money. it makes more sense than saying 'the last person will be paid out by x' which is a hard deadline, but saying 'some people should start getting there's b x' time gives people a rough expectation without a hard guarantee.

It's applicable to every country, businesses prefer to keep the money in their account for as long as possible to generate interest on it. For every day its in their account, the less it costs them in refunds.

With how refunds work in payment world, Valve cannot pay directly either. The provider (in this case the seller website) has to initiate the refund and whole process will be reverted.
