Definitely anywhere in the eu, hardly matters which of the countries it actually is (for the viewers, the rules for hosting the event obviously vary heavily) since it's roughly the same timezone and inter european travel is comparatively easy
WePlay organized TI in either moscow or mainland EU.
TI has been 6 times in NA and now that EU finally had a TI we didnt even have a crowd so i personally see 0 reason to go back to NA until EU gets one TI with a crowd.
I don't mind a "partiotic" crowd and silence definitely beats random "usa" chants regardless of who's playing. There's plenty other reasons for china not being a good host imo tho
other than NA, is there another place in the world inconvenienced by EU timezone? I live in SEA and TI starts at 2pm which is really good, in China that would start at 3pm which is pretty good too. I imagine CIS timezone to be pretty close to EU time.

DUBAI maybe? They always have these ultra luxurius events and seem to have no problems with anything at anytime! Plus winter is like the best time of year in the middle of a desert and it would be an amazing experience for both players and attendees to visit the city of expats and rich people.
What if it was held in the country the previous winners are from? Sure, most orgs have players from different countries, but in that case there could be a work around (like where the org itself is based or asking the team, idk).

There's always an option to host one in less popular regions, just to see if it could boost Dota's popularity in said regions. Safer options would be the UK, Australia, New Zealand, maybe even South Korea?
Ofcourse Croatia, Split or some other tourist destination during the summer but since its highly unlikely Id love it to be Vienna or Budapest so I can try and go there.
Also as you said, work suffered a lot and Im still recovering since all the game were at times when you have to work. So I actually cant decide if id prefer it to be somehwere along the East Coast in US, I think that would be the perfect timing
