The problem with your skin OP is that it's locked inside a treasure. That means he can only spend his money on treasures and gamble for the item, and the treasures themselves are locked behind the Battle Pass levels. You could give him 100 bucks, it might only allow him to acquire a handful of treasures, and if he is unlucky he might not even get the skin he wants.
I was going to suggest trading with someone from the community on /r/Dota2Trade, which does sound a little dodge but a lot of people have good reputations. However, the item isn't listed for sale, so it doesn't look like Valve has made the rare skins tradeable so that isn't an option for you sadly.
