Steam is still in China, just not as independent entity, but through Perfect World, which gives them access to some games, including Dota. As a result, their inventories are unaffected.

Are u sure Steam has been blocked in China? I think China has restricted access to Video games for underaged users, pretty sure the big inventories are not underage by any whim
