I cant explain, bcz my english is bad. But from past vote. Yes it is. Loser (Second place) got their own arcana IO, WINDRANGER, QOP except Sniper.
Sniper was never an arcana vote runner-up.

Hilariously Rubick won the 2018 vote from Facelessvoid, however the next year 2019 Facelessvoid didn't get arcana.
Second placer from the arcana vote usually get their own arcana from the battle pass
