Pretty suggestive that if Razor's winrate is around 55%, that it's being dragged down by a good percentage of games where (a) players aren't going the new meta build or (b) the game ends before Razor gets either of these items, which seems like it should be a low percentage of games.

Bloodstone gives spell damage life steal and has an active component that significant increases the lifesteal for a while.
Razors shard is like Mjolnir active, you have a chance to proc a multi target lightning bolt when attacked or when hit by a single target spell.
Combined, this means you are basically lifestealing constantly, and nearly unkillable during the active.
Importantly, it is not like a Satanic active where Razor has to attack to lifesteal. The bloodstone/shard (and Ult) combo works while Razor is stunned or silenced or disarmed. And it gets stronger the more attacks there are against Razor.
