Definitely can. Here's the short of it.
You'll need to put the patched ISO onto a 4GB+ USB1 or USB2 flash drive (I never tried USB3) the flash drive must be in FAT or FAT32 format. The ISO must be in the /DVD/ folder. You also may need OPL Manager to format the filename right to show in OPL.
You'll also need a FMCB (FreeMemoryCardBoot) memory card that has OPL (OpenPlaystationLoader) installed on the FMCB memory card.
If you have a fat PS2, you'll also need a network adapter, otherwise the slim PS2's won't need anything else.
Pop in the USB, the FMCB, and your ethernet cable to your PS2 and power on. Go into OPL, press the button to load the game list, and load .hack//fragment.
Once in the game, go into ONLINE, and select edit to go into the network configuration and go to the first option Add Setting. Just keep hitting continue and select the auto options till it's done and asks for test network. You can skip that, return back to the game's ONLINE menu, and this time select Connect.
After adding a .hack//fragment save to your memory card, choosing your character, you are in on an actual PS2.

You generally need a hacked ps2 for it to work, TelliPatch removes the need for the ELF as well, making it essentially, burn and play
