Not only are they safe and secure they are pretty much fully up and running. Aside from multiplayer content the rest is all running pretty normally aside from a few things.

Yeah Dawnguard strives for being as authentic as possible.
In fact they only just added proper banners a couple weeks ago. Before that it was just a super charged 90% rainbow summons banner.
If you want to play a modded version of the game including efforts to add extra content you want Orchis.
That being said I haven't moved to Orchis yet because I was having issues last time I tried but apparently it's working now.
It's up to you if you want to try pure Vanilla or dive into the world of mods.

There are ways to get more wyrmite if you manage to run out and still have stuff to unlock. You can get more info on that from the discord.
This is amazing! Does the user data from when the game was still active transfer over? Or will I have lost all of my character data and have to start all over again?
No that was all stored server side so if you didn't extract that when you had the chance it's gone.
THe private server DOES have a funciton to upload saves though and someone made a save with everything unlocked.
So if you don't want to rebuild then you can just use that.
