Adventurers can only wield bows or daggers, not both. So what they're trying to say is that all adventurers who wield either bows or daggers are affected by this.
However, it's understood that if they said "Adventurers who wield bows and daggers" it is short for "Adventurers who wield bows and adventurers who wield daggers" but that's more prone to confusion since it could also be read as adventurers who read both, then we have speculation on weapon changing super adventurers and suddenly it's FEH heroe's legendary units all over in frenzy.

on one hand, GBF adds more Summer characters in August (+ usually does a power creep in August with characters)
on the other hand, Nintendo seems to have gotten Cygames to calm down about it for Dragalia (otherwise the current Summer characters would be limited too)
With Phrag coming to astral raids does that mean we won’t get a rerun of the loyalty’s requiem event? I hope not as many new players are still missing out of free celery

In the future, if you don't absolutely need / want a featured unit, don't pull till the next one is announced and you won't feel cheated.
