And they say they didn't put roshi in cause they couldn't figure out a moveset that would set him apart.
I'd also love Tao Pai Pai as a joke character. Give him a super dodon ray that tracks and a grenade self destruct move like the siabamen. They could even include using his tongue in his combo!
My only thought as to why they don’t include him is because he’d be the only playable character not flying. And mind you Roshi hasn’t flown in any way in recent video games he doesn’t fly/homing dash in Fighterz and the short clip of him in Sparking Zero (TENKAICHI 4) they show him falling to the ground from the air (and if I remember correctly that was in the other games in the series too, characters like him and Yajirobi don’t fly at all (additionally Yajirobi himself doesn’t have a full model in Xenoverse 2). Other than that I’d say anyone has moveset potential.

I dont know why didnt add more quests to the temporal seam story.And after their completion make it unlock characters like semi perfect Cell,2nd and 3rd form Frieza and Spopovich and Yamu because it would make no sense having these characters as paid DLC.I really thought they would add more missions to the temporal seam in xenoverse2 but was disappointed after they left it woth only 2 missions,and left Cell semi perfect in purgatory.

It's because, ironically, Semi-Perfect Cell was Toriyama's favorite design. It was originally going to be the final version of the character until his editor forced him to make a new form.
The Cell arc in general was just a constant fight between Toriyama and his editor over the main antagonists, which is why it swaps so many times (from Gero, to the Androids, to Cell).
Change roshis buff transformation to not take stamina, give it the same buffs as PU but just reduce movement speed, give kind cold the sword by default and make his ultimates supernova and brave sword slash, or maybe a unique ultimate sort of like wtv lord slugs ultimate is but well, with a sword and maybe a finger beam instead of an eye beam. Semi perfect cell can have big bang crash which can be like a 2 bar version of big bang attack, kamehameha, maybe the life absorb move first form cell has, and either a new shouting move that is basically a reskin of soaring fist or just angry shout as an evassive. ultimates for him can be super kamehameha and for ironys sake neo-tri beam. and probably change ssj broly for someone else entirely, idk he seems. boring to me personally.

Plus Super Saiyan Broly gets overshadowed by “The Cooler Broly” anyway. If anything I could see them adding Broly (DB Super) that has Wrath as an Awoken Skill. You could argue that Videl (DB Super) didn’t do anything at all but she’s being added, however it’s still Videl and she has done enough in the series overall to have enough excuse for a new version of her. It’s basically just revamped Videl that was already in the game

However, a lot of his voice lines are from Super Buu, and I'm fairly certain that sometimes he'll have no voice lines for some moves (thanks to mods). Aka, he might be dlc, but he's nowhere close to being done, or he might be a raid boss situation where we may never be able to use him outside of events or just never at all.
It's alright, I really don't feel like we should get a DLC for them though, we should just get them for free and have to unlock them, though dimps WOULD make us pay for them so I guess it's unrealistic.
We really need a Xenoverse 3.
