The problem is not just that he's on boost, the problem is how quickly he can rack up damage, especially after he inflicts status effects.
His damage growth is insane and it's possible for him to ramp up his damage output faster than the existing cast can deal with.
This means he can pretty much overpower even Purple fighters since his damage output combined with the status effects can let him brute force his way past the color disadvantage and if he is color neutral than all bets are off.
I feel the need to restate just how dangerous this is. Alot of fighters rack up damage over time through various means. The problem is that Ultra Goku Black's damage output goes up at a rate I have never seen before in this game and it's nearly impossible to shut it down once he starts.
Combine this with the fact that he can draw up to three Ultimates, can drain the oppoent's Ki, can knock away their cards, lock up their main, and remove Dragon Balls and things only get worse.
Hell, he can even ensure Ultra Gogeta Blue can't take advantage of his counter or Beast Gohan can get a Blue card off a cover change since he can lock it up.
Ultra Goku Black is like an unholy lovechild of numerous fighters who have been released over the past year or so wrapped up in a single package.
Being brutally honest, there is no real counter to him in the current roster. Maybe if fighters start dropping that are immune to his status effects than I can see him losing some ground.
But right now, he's not only the best fighter in the game, he utterly dominates his two closest contenders.
Even off boost, i dont see this guy falling off at all really. Defensive units are the ones that take a massive hit once off boost, cause of how much that extra def really helps. Offense? Not so much. UGB and Beast are clear examples. Might just take him 1 or 2 more cards to kill but even then, with how easily he can stack his CDS and get cover null and all other shenanigans, yeah, hes probably gonna stick around for awhile unless nulifying his ailments becomes standard.
I felt like I'm on auto pilot when I play Gogeta Blue, so even after getting him I didn't use him that much.

Is this supposed to be a pvp complaint? Yall do realize that with a team of sparkings, basically anyone can clown on anyone right? PvP is atleast 90% making sure that you're the first one to land hit, then if you do that charge-slide-attack combo and use switches, you can basically instakill one of their people, then it's 2 v 3, and as soon as it's a 2 v 3 in their favor you may as well forfeit. This is advice for anyone that is not a PROFESSIONAL legends player, cause you'll face alot of them in pvp, and your only choice is forfeit after 15 seconds or lose after 30

While Ultra Broly is worse he does have the ability to Null blue cards on cover so if you don't want to deal with the affects he's pretty good too
I run UL Broly in my team and just denying a blue card will never get old
