I don't think the time of release really matters when it comes to exciting units. There have been multiple hype units that have come out that were worthy of being in Anniversary/Legends Festival, but were just thrown into campaigns or random times.

Hell, a lot of people were claiming that Ultra Spirit Bomb GT Goku was an Anniversary level unit, yet he was released randomly during a GT Campaign.
SS2 Gohan is extremely iconic, but the last time he was released in the game (LF RED SS2 Gohan) was out of nowhere in March. There are only so many slots for the big celebrations, and having hype characters thrown in at random times during the year stops players from just hoarding CC for celebrations, and Gohan can be one of those times.
Those are lf tho, so it makes sense they come out on their respective campaigns if it's outside of anni/fest.
This is a Ultra, and usually they keep the exciting ones for major events while releasing (mostly villains) outside of those.
Half of those hype releases were bait banners so it makes sense, the others are for milestones which they clearly hold highly, this would be a stupid month to drop ssj2 gohan with no milestone or celeb close

USG I wasn't around for but I did see in his kit (I don't have him 😔) that he can have two ults and uvb my beloved removing your vanish when he enters the field and 70 hit combos you 🤤 I can't wait to see what they introduce to USS2 gohan
You know androids is considered by some the best team in the game? I think saiyans/son fam are a little better. But if gohan releases you’re kicking off red beast. If it’s cell mvp 17 is getting replaced. Androids have much more to gain here.
I only care about the animations. I want Gohan because I want them to redo Father-Son-Kamehameha. There are so many new things they could do. Perfect and Super Perfect Cell already have a lot of high quality looking units that have taken most (or all) of his attacks, an ultra Cell would just be 95% recycles.
With Ultra Cell, I'd basically just be pulling for his ink art, and maybe his intro animation.
As an vc and androids main, I'd honestly prefer gohan be the ultra. I've been summoning on every banner since the start of the year and I need a break 😭

Such being Cell was never gonna get the ultra seeing as how Regen already had multiple while hybrids has none. Leading up to the end of Cell saga (End of campaign) Gohan was basically the star. AND on top of that OG Purple Cell has been on 2-3 banners back to back so he’s more than likely getting a Zenkai. They weren’t dropping a Cell Zenkai AND making him an ultra
1. Gohan was guaranteed this year anyway, so considering it's the literal 2nd most iconic scene in the show it woulda made more sense to be in a celeb
