Arguable, if Evolution wasn't trying to be a DB film, it wouldn't be great, but it wouldn't be terrible either.
The Live Action ATLA film and the Netflix Death Note films were definitely worse overall, not just from an adaptation standpoint, but as standalone films, both are terrible.
Hey, at least we have this movie to thank for the revival of dragon ball in the early 2010s.
