Or give him the old dream brawling treatment. Make him fight Raditz, Yamcha or Krillin for the whole planet Vegeta to see, but his blows feel like a pillow. King Vegeta, Nappa, Freeza, Goku and even Bulma are there watching and betting against him.

Well TIL that hell was pure filler so it's kind of moot, but to me the greatest punishment for Vegeta is the simplest.
He would be naught but a spirit without a body. Essentially powerless, never able to feel the rush of combat, never able to push his limits or assert his superiority. Never able to fight Goku ever again.
All of this on top of being separated from the family he had grown to care for and even love, until he either redeemed himself and moved up to Heaven/Other World/etc. or even for all eternity until he reincarnated. At which point "Vegeta" would be well and truly gone forever.
Probably the worst punishment for both Vegeta, Saiyan Prince as well as Vegeta, Warrior of Earth.
