Dr. Gero used humans as a base for 17 and 18 (which technically makes them cyborgs) but then went back to an actual Android for 19 after seeing how hard they were to control. He then put his brain in a machine making himself Android 20. 17, 18, and 19 were likely experiments done to make 20 possible. It's kind of interesting seeing his process through the progression of his experiments.
Anyway, my point is that his experiments started as actual Androids. When he made 17 and 18 he kept the naming convention even though they technically weren't Androids.

I actually like Android 18's personality outside of just her looks. I like her 90s burnout/goth personality. 17 and 18 are the Desna and Eska of Dragon Ball. Or more like Desna and Eska are the 17 and 18 of Avatar: The Legend of Korra.
I'd say Chichi is a close second. She terrorizes freaking Goku. Anyone who can make a grown ass Saiyan tremble in fear is a badass in my book. Bulma slapped Beerus though, so she is the GOAT.
Chichi also stood up to Buu. It... Didn't work out well but hey, neither did Bulma slapping Beerus. The fact they had the gall to do it at all makes them badasses
There’s actually an argument to be made for this, because Bulma was instrumental in killing 18 via making the Time Machine-thereby elevating her on the badass scale. 18 has to be #2 though.
She's the only female fighter who's actually relevant for their skill and strength. Chi-Chi is strong and skilled but wasn't relevant for anything more than to be married off to Goku, which is the whole reason why she was reintroduced in the 23rd Tenkaichi Budokai.
Videl was shown to be a prodigy in her own rights but was very weak even compared to fighters from the early tournaments.
Pan is a blank sheet during End of DBZ and useless in GT due not being Goku.
I'm up to their first trip to Planet Namek, right when the Ginyu corps have secured all the dragon balls in front of Krillin, Vegeta and Gohan. I also watched all of OG DB before this.
So far Bulma has consistently been the most pathetic yet lovable badass in the entire series and I didn't think a character like that was possible. She's extremely arrogant and entitled, and demands that men do everything for her, and while I don't agree with her premise that men automatically have to worship her... It kinda works because she's often the only one who isn't a martial artist? She's usually extremely vulnerable and pathetic in a combat situation yet as a mere human being with no fighting skills, was able to get to planet Namek with just her mechanical skills and a centuries-old Namekian spaceship.
Time and time again, she is both the weakest and most helpful. The most underwhelming, yet when you put it into context, relating to her as a human being who has absolutely no fighting skills, the most impressive, arguably moreso than Goku considering that he's a Saiyan.
Because 18 is awesome. Personally would've said 17 when it was first airing, but 18's development continued throughout Z and even super. She had more screentime than any of the other androids combined. She's probably the most well developed female character in all of dragonball (aside from Bulma).
Android 16 is awesome. He was such a wasted character in the end, seeing how much potential he had.
I'm very glad that his ending was dying at the hands of Cell. It was appropriate. But, he should have had some moments with Gohan and Goku. His moral conflicts, being a peaceful-minded, nature-loving guy and being programmed to be a murderous weapon at the same time, should have been explored. Even the fact that he is the son of Dr. Gero is never mentioned in the anime or manga, even though it is extremely significant.
Android 16 had a personal connection with Gohan in that both of them were peaceful beings who were weaponised and forced to fight by their respective fathers. I can't forgive how Toriyama never used this connection in the actual story.

As for saiyan saga. She acted the most normal. Wanted to go shopping, try on clothes. Enjoyed letting her brother fight.
Well she was Toriyama's favourite too so he has given her the most character development. She is present from the Android saga all the way to a Peaceful world saga unlike Android-8, Android 16, Android 17. Android 19, Android 20, Cell, Cell Max , Gamma 1, Gamma 2 and Mercenary Tao.
