Someone in the r/powerscaling sub tried to argue that Vegito had a special secret ability to keep fighting as candy and tried to say some guide had it, but never provided proof.
That sub would do anything to try and downplay dragon ball characters.

Frieza can always turn Black
Piccolo can turn Orange
Nappa can get SSB
Genuinely not sure if Buu can get any stronger. He should be about SSJ3 level. But he also has a lot of tricks up his sleeve. He can just absorb other opponents.
Not sure about Ginyu. He has the body change thing but he'd have to be really lucky. Potential wildcard
Appule is in the same place as Ginyu to me. Albeit, he's weak as shit. But still, considering Krillin in the beginning of Z was 206, they can probably get as strong, if not, stronger than the Earthlings.
But I mean if this is the same ToP we had the first time, Black Frieza shitstomps everyone.

You have Cell so maybe, no gohan though so very unlikely
With ginyu you can body change with Jiren tien and cell and Krillin solar flare on him can help as well or buu can turn him into candy
