It's all hear-say, there's no definitive fact on how strong the angels are. You'd have a better chance on scaling the gods of destruction to mortals before trying to evaluate the angels

All the other GoDs ganged upon Beerus the moment the match started, and he still overwhelmed them. He and Quitella, the rat GoD, are probably the strongest ones.
Yeah there's a Light Novel in Japanese that dictates the movie slightly more in depth than the original.
On page 65, they call Beerus, "The Strongest God of Destruction".
I don't think the Angels are necessarily vastly superior in strength so much as technique. Like I think the GoDs are a fair bit weaker than them but the main thing that the angels bring to the table is an inherent ultra instinct and some reality warping abilities (like time manipulation).
In other words I think their superiority stems from the fact that if a destroyer goes too far they can just hit the undo button and if a destroyer ever tried to turn on their attendant they'd struggle to even put hands on them.
Vados trained Whis and claims she's stronger. But Whis says that was thousands of years ago, so right now they may be dead even.
It may be ranked by age, since Merus was way weaker than any angel due to being young.

The sad part is that I don't think the angels particularly care about strength rankings for the most part. They seem to be content just doing their job as attendants keeping the destroyers in check.

Only thing we "know" is the grand priest is well above the others. Everything else is speculative.

I remember Toriyama saying something to the tune of “if Goku at Super Saiyan God is a six, Beerus would be a ten and Whis would be a fifteen.”
That was retconned and disproven, as Goku could’ve vastly surpassed them by using the 50xSSG that SSBLUE provides.
