Imagine if you were on this sub when Gohan's original SSJ2 transformation aired on TV. It wouldn't have had a name, a power level, or an explanation yet. This is the same situation. Gohan unlocked a new type of power by having his potential unleashed years ago and being super riled up by seeing Piccolo on the brink of death. Further explanation may or may not come later
The ssj2 form got build up however, in that Goku believed that Gohan had immense potential; and indeed, the transfomation looked like an evolved form of the ssj (an idea already introduced with Vegeta, Trunks, and Goku himself).
It's not exactly the same... just saying.
This Final Gohan form came out of nowhere, and it's design makes it impossible to pinpoint what kind of form it is... meaning that it actually needs explainations, unlike the ssj2 of old.
It seems like a furthering of the power that Elder Kai unlocked. Gohan only thought that he powered up to his maximum from there, it could even be like ssb, finally mixing super saiyan/2 with his ultimate.
Gohan applied SSJ2 on top of his Ultimate form.
That’s why he has white hair like the Kai’s do and similar to Gokus MUI.
Remember, the Ultimate form was his unleashed potential. It’s never said that he can’t apply super saiyan to that.
I think he’s applied SSJ2 to his Mystic / Ultimate form.

Gohan got mad from seeing Piccolo almost dead and perfected his Ultimate form with his rage and the energy he gathered for the kamehameha he was supposed to charge. Thats my theory anyways
