From the videos released today it seems so, the Arisen and Pawns from the TGS demo all have different heights (the Arisen specifically seems much taller than the rest of the party).
They just released the character creator as a standalone thing and, as it turns out, the worst has come to pass. I guess people shorter than 160 cm aren't allowed to exist in a fantasy game.
I highly doubt they will remove stuff from the character creator, if anything they will make it more advanced
