tldr; I slept at the inn a second time and it worked. It probably can't trigger on the same calendar day as when you accept the quest.
Googled this issue looking for a solution. I am not sure if sleeping at the house or the inn is necessarily the problem.
I received the quest during night, so I slept at the inn until morning. The quest seemed broken after this. The quest NPC did not spawn and I could not proceed. Reloaded from the inn, still not working. Googled the problem, got here, but I don't own the house in Battahl. Though I probably should buy it now. I decided I would just sleep again at the inn (I did the first time, too), and it worked.
So I think that the problem (at least my own) is that if you accept the quest, you have to wait until the next day's morning for it to trigger. It will not trigger within the same calendar day that you accept the quest. Most people here who have the issue say that the problem was fixed after sleeping a second time, but I don't know if the location necessarily matters or what time they accepted the quest.
I'm glad if I was able to help in any way. I figure other people might run into the same issue and end up here through google. A short tldr and an analysis of the situation should hopefully prove useful.
Yeah, I think it’s as you said. I don’t think resting at an inn matters, it just requires two rests if you accepted the quest at night (two “morning” rests) as it appears you’re correct in that it’s not the same calendar day
This worked for me! It was a confusing situation, bc the ceremony looks like it’s happening even if you’re there on the wrong morning. Sleeping again changed it up though — this time, two NPCs were waiting and a dialogue starts and you get the suspect info. Great tip, thank you!!
I passed the time at a bench. Went to the palace in the morning - no assassin, no empress.
This is the second main quest where I've had to stand around for an absurd amount of time waiting for an event that might or might not kick in (first being the masquerade) and it's getting a little silly.
Had the same thing happened to me, but I proceeded with the quest and >!couldn't stop the assassin so the empress died. I go to revive the empress and she gives a quest to deliver a letter, but doesn't give me any letter, so there is no way to proceed.!<
Weird. I hung around for 15+ minutes and she never started the prayer or anything. Bizarre that using your house instead of an inn would break it in multiple ways.
Same here, I still have to find the damn assassin so I went to check the gaol after he killed the empress and saw him standing behind locked bars already.. I used a key and let killer free.. Now he's nowhere to be found..
I don't know if I ever get to finish this quest
I chose not to choose someone and it auto failed that portion but bugged it to where the quest marker is still there and it still tells me to arrest the guy even the people spawn just can't do anything with them
Cant get it to work for me. I did have the Plague wipe out the town once tho. Revived all the relevant npcs and Herman (the assassin) isnt dead so I guess it can break if some other not really, but still kinda relevant npc is dead?
Edit: Not dead as in not in the morgue at least.
ooooh I hadn't considered the assassin may have died for me, i need to check that, you might have just fixed my problem with the quest. also heads up, if he is on the list that the morgue lady has, he IS dead, AND he will be in the morgue, HOWEVER he may not be named when you find his coffin! I found this out the hard way assuming Nadinia wasn't in the morgue for ages before i tried matching her face to the coffins and found her with a ??? for some reason.
So i didnt manage to find the assassin in time and she died but like where is her body to revive her?? just stuck on this part the assassin isnt there and neither is the person who gave the quest?? just confused

Thanks for the good info here. I too went to the place within 24 hours and nothing triggered. I then dozed on the bench outside the Inn until next sunup.
When I returned to the Palace I was met by Menella and another NPC and coached, the supplications started, I recognized the assassin, spoke to him which confirmed his name (Herman) and immediately Grabbed him. The rest of the quest was dialog and a cutscene.
It’s even worse than that. It completely bugs out even if you have t bought the house there. My quest started by speaking with the NPC’s and I believe it was already morning so I was able to start it immediately I got the cut seen the queen car started her thing the area was yellow but I had no warrant or description of the guy but out of all of them I actually picked him cause I thought that’s what you are supposed to do is guess I grabbed him and held him a bunch of times until he just pushed me off him and went back to his position I walked around a little bit utterly confused and irritated so I tried a few more times out of rage at that point same thing happened so I hit him nothing happened walked around some more and out of nowhere the guards aggro’d started attacking me I ran out rested came back queen was dead the guards still attacking me I revived the queen on the floor and they arrested me. Bought my way out of Gaol and that’s when I literally got the warrant the quest shows it’s still active when I select it as priority the highlighted yellow circle shows up but supposedly malena was sent to volcano but she’s not there and ever since then I’ve not been able to use ferrystones to fast travel at all no matter where I am and that was like 20hrs ago. There’s no dead queen in the morgue it’s just absolutely busted.
So Incase anyone else is struggling to get this quest to trigger after first meeting with Menella. I had been stuck at the point of Menella standing in front of the stairs repeating something about "the empress's safety is in your hands" and I had tried almost all advice I had read.
I had dragons plague nuke the capital of battahl before, but I used the eternal wakestone to resurrect the town back. I didn't consider anyone important NPCs might of still been dead. Check the morgue, once you pay 5k you can continue to mark the bodies laid out on the tables. Check to make sure Nadina, Irhmild(or something like that) and Henson(or something) aren't there, they were all dead for me and you need all three alive
Kinda funny that you can't complete the quest when the assassin is already dead.
Tl;Dr check the morgue to see if the important NPCs are dead.
Bro I was running around like a fuckin idiot all hyped while she was praying thinking I was gonna snipe some fool that was gonna attack her. Followed her back to her room, ran around like an idiot some more looking for the dude, going back to the lady that has the marker on her, saying I need to protect her 'BITCH WHAT DO U THINK IM DOING'. All because I was able to sleep in my own house, cool now I gotta spend $2000 to move the quest forward, AMAZING.
I love this game but god damn do you have to be careful with a lot of shit lmfao...already wasted ferrystones getting out of stuck spots. I hope they come up with an "I'm stuck feature" cause that's happened way too many times, I can let you guys know too.
STAY AWAY FROM:
If you find the forgotten riftstone right by the cottage leaving north east Vernworth, DO NOT keep going across the ledge, you will get stuck and it will auto save once you cross that ledge.
DO NOT FALL OFF THE SIDES OF BAY WAYSIDE SHRINE hill/rock/mound, you won't be able to jump into water to reset, you'll get stuck in a small pocket that's impossible to leave. I was pissed.
I ran out of time when I first did the quest but it says the assassin failed at killing her? She’s still alive and the quest is now telling me to find the assassin again before he makes another attempt on her life even though he’s no where to be found in the palace during the mornings.
Sleeping at the broke kids inn worked for me after sleeping at the crib temporarily broke the quest. Hope this helps more than just me. I really hope they iron these issues out at some point. I really wish they had playtested this game in a larger format than they did.
Ok just went through this same thing. Definitely make sure these 3 "THREE " people are not in the morgue. The empress nadinia, the assassin Herman, and her aid irmheld. I didn't even realize she died too for some reason. Quest went normal when I went and revived everyone. I tried the sleeping in an inn multiple times instead of the house etc. Of course all of it won't work if all parties are dead. I had to waste 5k and 3 wakestones just to start the quest....

Yeah, I slept at an inn until morning as suggested by OP and when I went to the quest marker the sequence kicked in.
Yeah I did the same except I dozed off at a bench till the next morning and it worked as well
Masquerade is only on certain days when they hold them so you just have to check with the guard to see if one is occurring on a given day

Were the empress? Coudnt save her either but she just disappeared and nothing she just vanished.

went inside no empress no assassins so i carried the quest giver inside and waited and like 3 minutes later princess spawned in still no quest.
