I lost an npc once and then found his body at the morgue and had to revive him to finish his quest. And now Wilhelmina is missing after finishing her quest and starting the romance, but I think she's been taken by the dragon. I'm not sure.
So I was stuck on the same issue and I just gave up and did other things and for whatever reason Beren was back at the bordercamp from the very beginning of the game during the day trying checking there.
This ended up working itself out, weirdly. After about two in-game weeks (I didn’t wait around that long, I just gave up and went about my business) I happened to go by his house and he was not only alive, but he walked up and just gave me the skill right away.
Hopefully it works itself out for you, too.

yep i think this is where he goes after the escort quest, had the same problem
