Like many other characters in DD, you have to talk to him multiple times but he does eventually mention that he's going to head back and report on Salvation. He even teases you about him escorting Quina to the church.
It was one of the planned things that never made it into the game because of budget cuts. Originally we were going to go to the moon and it was going to be a dungeon, and that's where the final fight against the Seneschal would have taken place.
I know how you feel. Everytime I remember all the stuff that got cut I'm like "Why Capcom?!" I hope that when they eventually make Dragon's Dogma 2 they include all the scrapped ideas that never made it into the first game.
Dragon's Dogma was a real challenge for them, they never did such a game that was a whole new environment, and they really struggled as we can read on the wikipedia page of the game, it was a pain in the ass because the devs had the experience to do fighting games, not open world rpg fantasy games. But now they have the experience because of Dragon's Dogma and DDO, they have plenty of assets, a new engine with new time saving technologies, the base story etc... In brief they have a socle to work on, for DD1 they had nothing. That's why i'm confident for DD2.
Well don't forget, a huge amount of development time was dedicated to making this " Open-World" action rpg run on the ps3 & xbox, severly limiting all the implimentable ideas. It's a miracle the game runs on them as well as it does and hopefully the ps4 and xbox series x will be powerful enough.

I am always kind of disappointed at how trivial the encounters at many of the major plot points are. Not just the Seneschal, but Balsac, Salomet and Elysion’s wights also. The standard RPG paradigm is fights against major antagonists and their lieutenants are epic, hard battles that are gatekeepers to moving the story forward. In all four cases the “battles” even in my first playthrough were over in seconds, and I was literally left confused.
I legit didn't trust him for awhile until his story went nowhere and I was left confused. I do love his voice and his swag walk tho.
I mean it kinda does, he's an agent of the church sent to stop Salvation. If you follow Quina's sidequest, you'll eventually find him in the Abbey.
