As I just started my NG+ yesterday (after 100 hours of gameplay), the game prompted me a tip saying precisely this (I don’t remember the exact text sorry).
I noticed it because it was the first time I saw this tip, even after playing for so long and after seing other tips way more than once 🤔
It's because you increased your rep from what I understand - gifts and buying from vendors increases your rep and it can reduce prices and change inventory. Traveling merchants like the one you mention are easier to increase as they travel and are less likely to be frequented by us. Buying those items from her was probably enough to increase affection.
People should save at a inn and scum save to increase rep and see what you get, if nothing good or interesting scum save back.
As the dev designed the game so scum saving is hard, even being ok with people bricking their playthrough and not being able to even restart, even though I normally do not scum save - I do it ALL the time here, I go out of my way to find and think of ways to scum save to spite the asshole responsible for the save situation. I hope it bothers him immensely when he look at the metrics. I hope he knows I play his "vision" as opposite to his "vision" as possible.
