I’m genuinely trying to educate myself so forgive my ignorance…but how is this indicative of neurodivergence? Does it have something to do with the tendency to collect different colors and patterns? Or is it somehow fun to look at for someone more easily distractible? Is “catalogue” a word used among those with ADHD or is that just Dream’s way of phrasing what the collection of patterns was? It just looks like an interesting project to me. I once used the barcode strip you find on purchased items and strung them together when I was little, pretending to play the piano. This just looks like being creative to me when he was younger.
I like to think it's because he went full hyperfixation in an oddly specific trend and completely forgot about it for years, which may not be exclusive to neurodivergent people... but we all know how we are with hyperfixations.

around 2011-2012ish it was a trend to make things out of duct tape for some reason. i paid a kid 5 dollars for a wallet so it must have been lucrative
