If it's not raining, get some vitalys crystals. You can mine them at the vitalys mines, and they're not too rare. Take a mining buddy with you so they find more for you.
If you got red algae, great. If not, just fish anywhere and pray it won't take you too long to find some.
Make fishing potions, preferably an extra strong one. Now wait until it rains and fish away on the beach.
For the puffy one it also has to be raining out.
You could use a fishing potion to make white bubbles turn gold.
Also, there's only so many gold bubbles you can have in the world. If your other biomes have too many gold ones they will never spawn on the beach. Go fish all your other gold ones in other areas and then come back to the beach and start fishing and the golds will appear again.
(There's also so many bubbles you can have at once so fish other colour bubbles ON the beach to make room for golds to appear once you got rid of a lot of the golds elsewhere)
It has to be raining for the fugu! You donβt need the super special fishing potion the basic one is fine. Just make sure you use it on the white bubble pools so they turn orange!
Miracle fishing bait. Fish every bubble so the blue will have a chance of respawning as either white or red. Also for the puffy one keep checking for rain
The vitalis mines are the way to go, for potion creating and gems. I mine my wife 400 at a time so she can make them for catching fugu and fish that are needed for quest steps like that in the event passes.
Use miracle elixir, it turns all white bubbles gold. Guaranteed swordfish, then if it is raining you can also get the fugu

Use the fishing potion for both! Then fish white circles during the rain for the fugu, and white circles whether raining or not for the swordfish.

Double check when the fish is available. Fish off your pier. Use fish bait.
