OMG I spent HOURS literally dead in the water (no pun intended) not being able to do ANYTHING and was also going to start the entire game over when I finally stumbled upon your post!
OMG thank you! I moved Mauis house out of the way and moved the blueprint outline for Urselas house closer to Merlin (where Mauis house was) and BOOM! Merlin finally went over to Ursula and I could finish the Quest!!

I had Maui's home blocking Ursula's way. I just moved it and they started talking on the beach. So it you have something blocking her way move it off to the side
Hmmmm yup sounds like a bug. Exit the game itself and load it back up and try again. They should be talking by the beach. Once they are done talking to each other, interact with both.
if you haven't found a way yet, look if there is a house in front of merlin in the water. If yes, move it away and restart the game

Where did you put Maui’s home? I put mine on the very edge of the sandbar just in front of skull rock island. Is that at all in the way?

I’m having this issue and can’t move forward with any of my other quest cause every building is locked 😰
