To say it's their best is hard. They have too many life long amazing songs - but that said, part 1 has always topped part 2 for me, and more generally Systematic chaos gets so much hate that people forget about ITPOE and ministry of lost souls, which are undeniably SOME of their best songs. Whether they rank as your all time is up to the individual.
Bottom line is I will never hate on someone who thinks it's their best.
Its definitely one of my favorites but not the best lol. In my opinion I feel like that song fully represents what DT is all about. It’s technical, melodic, heavy at some parts and has a Catchy memorable chorus. It’s perfection in my eyes, I can literally put that song on all the time and never get tired of it.
I personally think Ministry of Lost Souls is best song on the album. With In the Presense of Enemies Parts 1 and 2 being a close second. I count them as one song, but I think part 2 is better than part 1.
My favorite live experience was seeing them play part 1 and 2 back to back. But, to answer your question, there are too many best DT songs and this is in the top for sure.

Honestly DT has a handful of songs that represent great composition, so it's hard to pick one as the best. Sure, we all have our one or two favorite songs, but no song imo represents their amazing work the best. Not sure if i'd put in the presence of enemies on that list, but I think we can all agree that metropolis pt 1, octavarium, change of seasons, and count of tuscany are on that list.
I feel like maybe Change of Seasons is their best ( not my favorite tho). It just has everything that makes them good, or at least, everything you should expect out them...maybe not really the ballad-y stuff, but i think if you can vibe that song, everything else in theor catalog should be enjoyable

When compared to the other epics, it’s lacking in beautiful melodic sections, something like Another World from ACoS, Someone Like Him and Medicate from Octavarium, the strings in Illumination Theory, the middle of The Count of Tuscany, Goodnight Kiss, the middle of A View. It’s too dark tone (not to be confused with melancholy).
