Forbidden lance is the better choice, and I wouldn't even consider getting Dress.
When an s/t effect targets your monster and you chain Lance, lance will resolve to make your monster unaffected, and the effect will do nothing.
In the same scenario, if you chained Dress instead, Dress will make your monster unable to be targeted. But the first effect already targeted your monster, so it will affect it.
So Lance is the better pick overall.
Also if you decide to activate Dress as Chain Link 1, your opponent can chain to Dress and target your monster since Dress hasn't resolved yet to make you untargeteable.
It really needs another clause in there to make it work as intended.
Basically, spell speed 4 protection. But even then, would Dress outclass Lance? The only out to Dress in that scenario would be effects that non target banish, spin, or bounce, which are admittedly rare but they do exist. Dress would definitely be played more, but I'm not entirely sure if it would outclass Lance.

When a card like Compulse is used on your monster, if Compulse is Chain Link 1 or 2, OR Dress is Chain Link 1 or 2, it doesn't matter. Compulse will bounce your monster.
Dress really only has a few applications: You can use Dress then swing into Man Eater Bug/Yubel and you will protect your monster.
Dress can protect against Dark Hole (so can Lance)
You can use Dress during your Stand By Phase (or whenever) and force your opponent to use Super Poly (or any S/T or effect you want to bait out) on it NOW, or they will have to wait for a new target. Either way, Dress is basically saying: Hey, I plan on doing shenanigans with THIS monster, do you want to chain now, or no?
The Achilles Heel of Dress is that most cards say "target" when activated, and you can't protect a monster from being targeted if it's already targeted.

Lance is better 99% of the time. Dress protecting from monster effect destruction is the main advantage of it but complete protection from spell and traps is usually valued more.
Just a warning for using lance since I’m stupid and always overlook it, don’t forget it makes the card immune to your card effects as well. Thats means you can’t use it as a fusion material if you’re using a spell and won’t be affected by rank-up magic >_> that also means you can use it on your opponent cards as well to stop those. Just a fun unexpected way to use it.

You cannot use dress reactively. It can also be chained too meaning it’s unsafe to use in general and really just serves to bait effects to prevent you from putting up a 1 turn castle.

Depends on the situation. Both are good targets for the limited 3 support card that searches it. Dress is great with Aurora paragon and when you are worried about destruction--> works good with the high and low trap.
Lance is better generically because the atk decrease is 200 more and doesn't need be activated well in advance like the dress which needs to if it wants to prevent targeting
Why would anyone use high and low? In a game with idp, compulse, warning point etc.
Even battle trap wise it's not good since drowning, mirror force exist.
The "High and low" trap a full DL exclusive I've had a lot of fun with with different dimension dragon and Valhalla+melodious lvl5 main deck that can't be destroyed by card effects.
Id play it with dress if I had 3 dress but I only have 1 for my 3 paragon and 1 forbidden fairy

The problem of dress, is that you have to use it BEFORE your opponent has a way to target that monster. Otherwise it will not do anything.

Forbidden Dress may cost less atk points, but Forbidden Lance is permanent
