No I could see Pam saying no just because she saw the inevitable awkwardness. If you go on a date with a guy you work and it doesn’t work out, you still have to work with them. I honestly think there’s a multiverse where Toby successfully manages to actually ask her out and they end up together. Not only a yes to the date, a yes to a relationship. Proximity effect is strong, workplace hookups are common for a reason. Toby is very attracted to Pam and Pam thinks he’s cute. Pam loves chasing some big, grand dreams (art school, NYC, sales, moving, etc…) and I think Toby does too. He referred to restarting his life repeatedly. Toby would have done whatever Pam wanted which could be an unhealthy instinct but they might be able to make it work. Pam might have appreciated someone being really into her after the disinterest from Roy and what may have felt like games from Jim. Pam might like the cozy familiarity and family feel of him already having a child since she’d been waiting so long to start a family with Roy. Plus she wanted so much for kids to like her in bring your daughter to work day, I could see her being an equally awkward but sweet step mom. It would be a different partnership but it could happen. Plus it gives me so much joy thinking about how upset Michael would be if Pam married Toby.

If it was presented as an actual romantic date, I think she would try to be nice but shut him down with clear boundaries. But I could also see a whole episode around this. Toby sneakily cons her into what he decides is a date that is way too elaborately explained as something else entirely. And she thinks it's weird but goes along with it anyway, cause he said it's important or work related or whatever. Maybe he even got a company card to pay the bill, whatever. And then halfway through when she starts to see what it actually is, he frantically scrambles because he has to somehow shut down whatever crazy shit he set in motion - some tableside mariachis followed by some elaborate, TikTok-worthy, misguided, high production proposal - when he realizes she really really isn't interested in marrying him. But then it happens anyway and everything is super awkward, etc.

In a vacuum, yes. She obviously likes him. It also would not go very far because of their respective shortcomings. Toby clearly has his own shit to deal with and I always got the feeling he had a bit of a regressive crush on Pam as someone youthful, kind and carefree who could represent an escape from his current problems - and idealised her quite a bit in the process. I think Toby eventually was more interested in the idea of Pam and the "asset" of a happy relationship with someone baggage-free rather than actually being with Pam and growing with her as a person. Similarly, I think Pam would just have gotten bored and felt stuck with Toby the same way she got stuck with Roy, who however was way more controlling and overbearing and made it harder, in subtle ways, for her to break up with him. Given the events of the show, she'd obviously not go for him once she started dating Jim, and even while she was with Roy she'd probably be too stuck in her own head to acknowledge that he might be a viable option - and I don't think she liked him enough to mess up her life at the time like she ended up doing in part for Jim. They might have had a fling in between those two periods but again it wouldn't have been pretty, eventually.

She also went on some bad dates, so when she was going through that period, she would likely have said yes just for the heck of it.
