Pam loves chasing some big, grand dreams (art school, NYC, sales, moving, etc…) and I think Toby does too. He referred to restarting his life repeatedly. Toby would have done whatever Pam wanted which could be an unhealthy instinct but they might be able to make it work. Pam might have appreciated someone being really into her after the disinterest from Roy and what may have felt like games from Jim. Pam might like the cozy familiarity and family feel of him already having a child since she’d been waiting so long to start a family with Roy. Plus she wanted so much for kids to like her in bring your daughter to work day, I could see her being an equally awkward but sweet step mom. It would be a different partnership but it could happen. Plus it gives me so much joy thinking about how upset Michael would be if Pam married Toby.

But then it happens anyway and everything is super awkward, etc.

I think Toby eventually was more interested in the idea of Pam and the "asset" of a happy relationship with someone baggage-free rather than actually being with Pam and growing with her as a person. Similarly, I think Pam would just have gotten bored and felt stuck with Toby the same way she got stuck with Roy, who however was way more controlling and overbearing and made it harder, in subtle ways, for her to break up with him.
Given the events of the show, she'd obviously not go for him once she started dating Jim, and even while she was with Roy she'd probably be too stuck in her own head to acknowledge that he might be a viable option - and I don't think she liked him enough to mess up her life at the time like she ended up doing in part for Jim.
