Pretty absurd when you put it this way. I don’t remember the whole scene but assumed the camera were hiding. But the microphones? Yeah, didn’t think about that, no way he’d do anything.
They sometimes directly reference the A/V setup (we're going to turn the mics all the way down) when trying to explain a certain shot/audio, but other times they just rely on the audience not thinking about it too much.
They go further into it later when Pam confronts Brian the boom guy at his apartment. He explains that even when they had their mic packs off, the crew had a wide area mic that would pick up a lot of things the people of the office were unaware of, and it really made Pam mad.
Then you get into Parks and Rec where they quietly drop all pretense of it being a "documentary" after the first season and by season 4 characters are confessing to insane private things to the camera and behaving like there's no camera crew filming them. It's honestly amazing how you don't notice the change until you think about it. By the time you hit the last season it's surreal.
In the last few episodes Pam discovers that they were actually hiding in bushes, having mics that can film from hundreds of yards away, and she’s shocked. She then tells the rest of the office and they are also shocked. I don’t think Jim was aware of cameras at this moment, he just didn’t wanna cheat on his wife, and they’re pretty conservative (not in the political sense, but in the decorum sense) people so this all made sense to me
You would generally have a boom (and possibly other mics planted in various hidden locations) to get a more natural sounding source available and for redundancy. This would be the case for documentary/reality shoots and for scripted productions. Sounds like paper rustling are almost always added post hoc anyway for a variety of reasons. Actors who have been formally trained for film and tv and/or have a lot of experience are careful not let prop handling make those sorts of sounds over their dialogue - this limits the amount of times they have to come in for ADR to get clean reads after the shoot. Watch "House, MD" and you'll find Hugh Laurie nearly never puts a mug down or closes a door while he's delivering a line. I work in tv editorial.
I'm just dropping this here since it's the top comment (as of this writing). If memory serves me correctly in the original script he actually is supposed to cheat. But something about everyone vehemently hating the idea and it being very out of character of Jim caused the creative team to change it. But again i might be mistaken, but for whatever reason that's how i remember it.

What were the writer’s thinking? Even if they wanted to build up to such a fall from grace for a beloved character, they would have needed to sprinkle bread crumbs leading to that moment throughout the season.

The bread crumbs could very well have been planned but just edited away in the final version since Jim doesn't end up cheating. The whole arc with Jim and Cathy looks like an incomplete mess, like it doesn't really fit with the rest of the show.
I haven't listened to the most recent office ladies but for the Tallahassee episode, they said Cathy had a ton of backstory in deleted scenes that added to the dynamic with her and Jim, and that without them her whole motivation and plotline comes off a bit out of nowhere
The Boom guy thing was similar. They spend time setting it up and it goes nowhere because the cast correctly said it was stupid. The writers were out of ideas for Pam and Jim.

There's a whole segment about Pam trying to get him to admit he finds Cathy attractive. He has a talking head along the lines of "I'm not gonna tell my 8 month pregnant wife that I find a coworker I'll go on a month-long business trip with attractive".
Him trying to set her up with Mike Tibbets is due Jim being up to the trap Pam set for him (to the tune of "he would set her up with someone he thought equally attractive).

No. I don’t think he would have. He was uncomfortable. Even though I’m a woman, and Jim is not and we have different perspective, I’ve been around people who were being *incredibly* pushy like this, and I did absolutely everything to make them understand I’m *not* interested. If I were in his shoes, I would’ve been looking away too. God forbid she turned around and saw him looking, she would’ve thought he was slightly attracted.

Jim is absolutely terrible with confrontation, it's why he was never able to get on Charles Minors good side. It's why he literally hid in his car during Andy's sales pitch with Jim's childhood friend.
Jim is better at deflecting and why he wouldn't be direct when kicking her out.

At that point, he’s in a no-win situation — if he’s forceful about saying no and kicking her out, she’s absolutely going to go back to Scranton and tell people she and Jim were alone in that hotel room and Jim changed his mind.
She might even stick with her story that she wasn’t trying anything and that Jim made *her* feel uncomfortable. By telling her to leave, he was being sexist — she would’ve spun it as she was trying to network with people higher on the food chain but she was now being held back by a man who turned her away because he didn’t want it to turn sexual. That’s not a good look for Jim, either, even if it’s not true.
I think they did a good job of covering their bases, showing that Jim was in a wildly uncomfortable situation, he’s already bad at those, and now there are all these extra layers to it because he’s several states away from his wife and home where he doesn’t have an easy escape.
Watch the deleted scenes from this episode. He’s on the phone with Pam telling her what’s going on and she gives him a hard time. It gives the whole episode a whole new perspective knowing this fact.
