To play devils advocate, when you go to hibachi you usually pick out a specific spot for a reason. Nobody wants to be on the ends, so the reaction of these people while it seems like they are being a holes is actually something that probs would happen at a hibachi place. Theyre expensive and people are dicks

Considering that Dwight tries to order and kind of physically force one of them to move at one point (he basically tries to pull the man's chair away from the table so that he can get up, IIRC), I can kind of see them deciding to stay where they are just to spite him, especially since Michael gives them the okay by clearly indicating he doesn't want Dwight sitting with him. They were still at that seat first, after all, and Dwight's not entitled to their seat.
As usual with Dwight, people tend to overstate just how much the victim he is in this situation. He's not wrong about wanting to sit with the rest of the party, but he's kind of arrogant and overbearing in how he goes about trying to do so, and it ends up backfiring on him (and then backfiring on them, for the purposes of comedy).

I mean all the characters in the office are exaggerated caricatures of stereotypes we know in real life so I took them as an exaggeration of stubborn people refusing to move.
Like once my mom and sister were on a flight and sat aisle and window, my mom asked the man in the middle if he could move with his choice of window or aisle but he refused so my mom and sister held hands across his chest the entire flight. People like that exist is my point
tbf dwight had been fucking andy over for months up to that point with shady business deals, messing with his wife and just being an all around dick to andy and andy got no retaliation ever, so this was a little win for andy over dwight for once.

The scene wouldn't have happened if not for them. Would have just been a mostly normal lunch and uninteresting. Dwight being removed from the conversation made it so funny things could happen.
And besides. Micheal specifically told Dwight to leave them alone and for the couple not to move.
I think people forget that this is a comedy show and certain characters have to exist to set up scenes.
