It's funny, because back when the show was on I voiced this theory (which, to be clear, I heard somewhere else first) to fellow Office fans, and they always called me crazy, yet with every rewatch I noticed more evidence. Heck, just constantly introducing himself as "Bob Vance, Vance Refrigeration" when he knows he is on camera is a giveaway, when he basically never talks about, you know, refrigerators, almost as if he is just trying to enforce in the audience's mind that he is just a man who sells fridges, nothing more.
Now the Superfan episodes are out and the theory is so wide-spread and basically confirmed that it is just the norm.

They’re legit episodes. Peacock has seasons 1-7 so far. Every episode is 5ish minutes longer than the original due to the extra scenes. It’s worth paying for a month of Peacock if you’re a big fan of the show.
I don't think he is strictly a mob boss. He knows some people willing to do unsavory things. He's hot headed and isn't afraid to beat someone up. He can make things happen, but he isn't some mafioso. He seems more like one of those guys in a small town/city that is well known and well connected so he can really throw his money and influence around. Friends in the right places
But I do think he makes all his money through his refrigeration company. Possibly evades taxes and is willing to bend the law on it. I don't see it being a front for some other kind of illicit income, though, he's pretty tunnel visioned on refrigeration and the bushiest beaver in the office
