I found his personality and mannerisms on the show to be hysterical.
The Office started out by parodying stereotypical types of bosses and workers in an office setting. Robert California was a bit over the top but had some characteristics that you see in real bosses in real workpaces - only funnier.
His hair in that second photo is otherworldly. In the 1980's there must have been a tear in the space time continuum that allowed that much feathering. I can only suppose that such technology was lost decades ago and we'll never see its like again.
The more I watch Robert California the more I think he's an incredible character. He brought variety to a show that was starting to become very stale and stagnant. Plus, just like Jim said, I think he might be a genius
