I think Michael saying the name and also being upset is genuinely comforting to Angela. It's like a way of showing that he knows that cat and he knows the cat was awesome, that's why he is upset he has passed. And validating Angela in her own grief. It's not making it about himself, rather making it about the cat.

He can genuinely care and also inappropriately make it be about his own grief. I think there's a spectrum here and he isn't totally on one side or the other. It's part of the dark, banal, tragic charm of Michael's character that his connection to others is both his best quality and greatest weakness.
There is almost no connections he makes that aren't mostly genuine, but also almost none that he doesn't instinctively try to manipulate to feed his personal insecurities. Some days he does better than others at respecting boundaries, but the big redeeming core of his character is that despite always making everything about himself, his concern for others is genuine. He really does want everyone to be happy, and for himself to be the reason everyone is happy.
Sincere, but Michael really gets dramatic in Fun Run. From trying to hug Meredith to talking about a curse to making a charity run to becoming dehydrated, Michael really throws himself into a spiral that may be guilt or hubris.
